Connections extends vital medical, dental, and mental health care, along with substance abuse and sex offender treatment, to over 6,500 individuals within the Delaware Department of Correction’s unified prison system spanning Delaware and Maryland.

Our dedicated teams operate within all Delaware Level 5 prisons, catering to both men and women undergoing sentencing or awaiting trial, along with those in Level 4 work-release facilities and violation of probation centers. Our nonprofit approach prioritizes patient well-being over profits, with a firm commitment to reducing recidivism rates and fostering effective rehabilitation. To aid in reintegration, we’ve established a robust re-entry program aimed at helping incarcerated individuals secure housing, employment, and stability as they transition back into the community.

Our involvement in correctional health care dates back to 2012 when we secured a contract to deliver mental health, substance abuse, and sex offender treatment across all DOC facilities, swiftly mobilizing to assume full responsibilities within a tight timeframe. Over the years, we’ve maintained near-full capacity in substance abuse beds—a historic challenge for other vendors—while introducing innovative programs such as “6 for 1” for female detainees at Baylor Women’s Correctional Institution and DUI treatment at Sussex Correctional Institution.

Moreover, our comprehensive sex offender treatment program, operational statewide, includes specialized provisions for Level Three sex offenders on probation residing in the community. In July 2014, we expanded our services to encompass all health care provisions within the Delaware Department of Correction, achieving significant milestones in health care delivery, dental services, and transition planning.

In a strategic move toward targeted expansion, Connections initiated a three-year contract in July 2016 to deliver medical, mental health, and addiction treatment to detainees and inmates at the Caroline County Correctional Center in Maryland. This marked our first venture beyond Delaware’s borders, aligning with our strategic vision outlined in the 2015 Strategic Plan. Situated in Denton, Maryland, the Caroline County jail accommodates approximately 100 prisoners, extending our reach and impact beyond state lines.

The opening of the Connections Withdrawal Management Center in Harrington marked a significant milestone in November 2015. Positioned at 1 East St., this center stands as a crucial resource for individuals grappling with substance use disorders in Kent and Sussex counties.

Operating under medical supervision and clinical management, this facility offers a haven for those seeking to withdraw from alcohol, opioids, and benzodiazepines. Situated in the former Spartan Station shopping center, the facility boasts a secure environment staffed by dedicated professionals round the clock.

Equipped with 12 23-hour assessment beds and 16 inpatient beds, the Withdrawal Management Center extends its support with the inclusion of peer recovery coaches. These coaches play a pivotal role in guiding patients through their journey towards recovery.

Furthermore, for individuals grappling specifically with heroin or prescription painkiller addictions, outpatient ambulatory detoxification utilizing opioid-replacement therapy is accessible. Additionally, the center provides post-withdrawal intensive outpatient care and medication-assisted treatment options.

Paul Dill’s story epitomizes the transformative impact of the services provided by the center. Initially a detox patient, Dill’s journey led him to become a successful participant in the Intensive Outpatient Program. His remarkable talent as an artist found expression in the form of a mural adorning one of the clinic’s walls.

Dill’s mural, spanning from floor to ceiling and stretching across a 20-foot-wide canvas, portrays a lighthouse illuminating stormy seas—a poignant metaphor for the journey undertaken by individuals at the Harrington clinic.

Reflecting on his experience, Dill expressed gratitude for the pivotal role Connections played in his recovery. “The people here were really great to me,” he remarked. “They gave me my life. The least I can do is give them a picture.”
